The following links are some of the places where I have found particularly helpful teaching sites or useful
resources for those interested in HTML and web design.
The World Wide Web Consortium is the body responsible for establishing web standards. They have a very comprehensive
range of easy-to-follow tutorials on a wide range of web-related topics - an excellent place to start for those wanting to lean new skills:

Webmonkey is another site full of tutorials, advice, resources and information for web builders of all levels. It is not quite as clearly laid out as the W3 site, but some of its tutorials are a bit more
in-depth:
Web Resources from Beginners to Advanced
If you are looking for a good HTML editor then try "Textpad", an easy-to-use but powerful text editor. Simple to use and some great features for HTML authoring
and other programming functions which require a plain text format (this web site was produced using Textpad 4.5):

If you plan to build larger and more sophisticated sites (or you just hate the "hand-made approach"), then you are going to need a web page editor. You can download a copy of
Microsoft's FrontPage Express by clicking on the following link:

For completeness I have included a link to the Netscape alternative to Frontage. A couple of words of caution though - firstly this is a BIG download
since Composer is an integral part of Netscape's browser. Secondly, the current version (version 6.2 at the time of writing) is a bit of resource hog - slow processors and low memory
machines need not apply:
